The Glass Recycling Company (TGRC) is South Africa’s Producer Responsibility Organisation (PRO) for glass packaging placed on the South African Market in order to achieve the objectives of the Extended Producer Regulations (EPR) as promulgated by the Department of Forestry, Fisheries and the Environment (DFFE). We registered with the Department of Forestry, Fisheries and Environment as an approved PRO. 19/7/5/P/PRO/20210603/004

Our core objective is to achieve the objectives and targets as prescribed by the EPR regulations on behalf of our members.  

Our strategic objectives focus on the promotion of recycling of single trip glass packaging and the reuse of returnable bottles; entrepreneur development and job creation; capacity building and development of synergies with all levels of Government as well as NGOs.

TGRC was established following a Memorandum of Understanding signed in 2005, with the Department of Environmental Affairs.

We have increased the glass recycling rate from 18% to 44%.

Extended Producer Responsibility in South Africa

The Glass Recycling Company NPC is the producer responsibility organisation (PRO) for glass packaging in South Africa. It facilitates EPR programmes for glass producers (manufacturers, importers, brand owners and retailers).

As of 5 November 2021, extended producer responsibility (EPR) is compulsory for all producers and importers of identified products. The recently promulgated and amended regulations, under Section 18 of the National Environmental Management: Waste Act, 2008 (Act No. 59 of 2008), require companies to take practical and financial responsibility for the end-of-life of any product they put on to the South African market. The purpose behind these regulations is three-fold:

    1. to provide the framework for the development, implementation, monitoring and evaluation of extended producer responsibility schemes by producers in terms of section 18 of the Act.
    2. to ensure the effective and efficient management of the identified product at the end of its life; and
    3. to encourage and enable the implementation of the circular economy initiatives.

Through the returnable system in conjunction with recycling, glass is the packaging that is most diverted from landfill in our country. South Africa has one of the most sophisticated returnable systems in the world, by reusing glass packaging, carbon emissions are reduced significantly

We support Government’s principles and guidelines for transformation and in addition we strive to develop more entrepreneurs in the formal and informal sectors by assisting in creating income generating opportunities, skills transfer to Historically Disadvantaged South Africans as well as social upliftment within communities.
